The Ipswich Local Plan First Deposit draft November 2001
This indicates Ipswich Borough Council's planning policy for the Northern Fringe site. The principal of development on this greenfield site, as shown in the Local Plan, was established by the Suffolk Structure Plan Review: Examination in public in July 2000. The main features are:

- Moving of Westerfield station to the centre of the development to create a transport interchange with a new SuperRoute bus route. Closure of level crossing and Westerfield and redesign of access between Westerfield and Ipswich
- 30% affordable housing to be distributed throughout the development
- New primary school
- New district park and appropriate levels of local play spaces
- Retention if possible of trees and established hedgerows
- Inclusion of sustainable and energy efficient design features
- Strategic countryside buffer zone to retain Westerfield as a distinct settlement
- Crossing of the railway line must be included.
